Our intensive work with planning includes numerous activities and initiatives. The consultants we commission are an incredibly important part of this, as our dialogue with the municipalities along the stretch. The construction is a team effort.
A great number of difficult questions will be highlighted in this phase. Which stretch of line is the best? How do we balance different interests? How do we consult with the people in the area and talk to those whose properties will be affected? How can we design the railway to have as small an environmental impact as possible? Through planning, we create the conditions for effective and safe construction and for the East Link to be of use for coming generations. The devotion to this important task is great within our own organisation and with our suppliers as well. Many can feel proud to have been a part of this historical societal development.
In sub-project Linköping, we have just started the work on a location investigation from Tallboda through Linköping. The first part of this work is to procure a consultant. Other important parts of this sub-project are the handling of natural and cultural environments, but also the design of where the Linköping travel centre and the existing railway will meet the high-speed railway and future urban developments in Linköping. For a little more than six months, we have now been working on the early parts of the railway plan for Bäckeby-Tallboda.
In sub-project Norrköping, we have had the first consultation meetings for the stretches to the north and the south of the city. The design of the central parts in Norrköping and the travel centre is slightly behind schedule. The connections between the existing infrastructure, the high-speed railway and future city developments that are to be handled within this geography are complex. In addition to the work in central Norrköping, we are increasing the efforts relating to the passage through Kolmården.
In addition to the planning, we are preparing the start of construction for the Kardon Line to Händelö, and in the next phase, the freight handling yard will be relocated. Both of these measures are important for effective cargo management in Norrköping, but also essential preparations for the high-speed railway that will be established in the next phase.
In sub-project Nyköping, we are getting close to selecting a line and have held our first consultation meeting in regard to this. We are even further ahead on the Nyköping travel centre, where we are having our consultation meeting already this week. In addition to our already extensive work on Nyköping C, we are also working intensively on solutions to combine high-speed and capacity with good accessibility to Nyköping and Skavsta, and to find good solutions for passages through Natura 2000 and the river valley of Nyköpingsån.
In the sub-project Södertälje/Trosa, we have made our line selection and had our first consultation meeting earlier on. The planning work is getting into more detail, and we have focused especially on the connection to the existing railway in Järna, the passage through the Natura 2000 area in Tullgarn and the Vagnhärad travel centre.
Looking ahead, I see that our most important milestones for 2017 are:
- Getting a decision on permissibility from the government no later than half-way into 2017. The permissibility decision is the government's formal decision on the corridor that we have proposed for the entire stretch of the East Link line.
- Starting construction on the Kardon Line in Norrköping, which is an important preparation for getting through with the high-speed railway at a later stage, and an important part of effective cargo handling.
- Procuring a location study through Linköping, which means that we work on the entire stretch between Erstaberg and Linköping.
In 2017, we will also continue developing our working methods and our organisation in order to be ready to start the construction of the high-speed railway. We plan to do this in 2019/2020.
